DOG problem?

The problem is not the dog per se but his owner. The making any chance of rehoming are very slim.

You are the animal hater??!! Only a cruel, uneducated freak would treat his poor dog that way. Belgian Shepherds are great dogs and deserve so much better, as do all dogs. Call animal control or the ASPCA and report him. He will get a notice to provide proper living conditions for his dog and if he doesn’t do it, he will be fined and the dog will be found a new home.
If it is not rectified, the dog will either become vicious, die from improper care, or other neighbors may get sick of the noise and harm the dog.
I hate to endorse criminal behavior, but I had a similar situation with a neighbor and I finally took the dog one night and dropped it off at a rescue to get a new home. They thought it ran away. They didn’t even care.
Why do these people get animals only to treat them this way?
This is a shame. You can call the police if he barks at night keeping you awake. If you can see if the dog has food or water. Water being of more importance, this is very definitely dog abuse if it is tied and has no water. You can call the humane Society.
You have to wonder why people get dogs just to tie them up outside. To protect them? How stupid, when I get a dog all I think of is protecting her/him from enemies
and illness. I think people who do this are just big cowards. If anyone wanted to hurt you they could poison or shoot the dog and come right in to get you. What happens to this poor dog when it rains? Or snows? Does it have shade from the hot sun? I couldn’t stand anyone to do this in front of me. I would be calling somebody. Those dogs are beautiful too. Good Luck I hope you can save the dog.
An animal cruelty they dont want the dog and either seeing as what could happen to call an animal shelter.
