My dog has an itching problem what could it be?

my chihuahua will not stop itching and biting her back. She does not have any fleas as we take care of that. She goes through this ever once and a while. Her back is so red and scabbed up because she will not stop constantly biting at herself. what could be the problem? How can i fix it and how can I stop the biting.
She is currently in heat as well if that would ahve anythign to do with it.
like it states in the details she does not have fleas. this is something with her skin.

    For like half hour and sad basically all you or the dog lives clean then give it bath in couple of days theyll be gone.

    What are you feeding her? Any foods that have Corn, Wheat and Soy…her chances are high with have food allergies. Corn and Wheat are the number one cause of allergies besides some meats.

    Science Diet, Purina, Mighty Dog, Pedigree, Alpo, Iams, Eukanuba, Beneful and anything eles you can get at the grocery stores or Walmart; has grains, meat by-products, and Animal Fat. It’s not nutrious and very nasty foods.

    I recommend: Wellness, California Natural, Wysong, Merrick, Chicken Soup, Avodern, Natural Balance, Solid Gold, Timberwolf, Canidae. There’s soo much more out there too. Just look at the first 5 indgredients. If they have Corn, Wheat, Soy, meat by-products, Animal Fat, put it back and look at a different brand that has none of those.

    You dog will be so much more healthier, poop less and less vet visits. If none that helps, then I strongly recommend going to the vets and get testing done to see if it’s mange or something eles. Good luck and hope she gets better!!
